In their latest article published in the Journal of Operations Management (ABS 4*, FT50, FNEGE 1), Audrey Rouyre (Assistant Professor at Montpellier Business School), Anne-Sophie Fernandez (Senior Lecturer HDR at the University of Montpellier, Institut Montpellier Management) and Isabel Estrada (Associate Professor, University of Groningen, Netherlands) study the management of coopetition (simultaneous collaborative and competitive relationships) in public-private projects (PP projects) from a governance perspective.<\/p>\n

Previous research on the governance of PP projects has shown the importance of governance mechanisms for managing technical or organizational disruptions, but NOT for managing coopetition. Furthermore, work on coopetition has focused mainly on the management of coopetition between industrialists, whereas within PP projects, coopetitive relationships also exist between public-sector players and industrialists.<\/p>\n

To better understand how governance mechanisms can help manage coopetition in PP projects, the authors carried out an in-depth study of Galileo, a flagship PP project aimed at developing Europe’s first satellite navigation system.<\/p>\n

The results show how the three dimensions of project governance – (1) mechanisms (joint or separate use of contractual and relational mechanisms), (2) form (lead organization or shared governance) and (iii) objectives (promoting cooperation and\/or preventing competition) – explain both the emergence and management of cooperative tensions between industrialists, but also between industrialists and public players. In turn, these tensions led to a series of adaptations in project governance. The study therefore provides an insight into the co-evolution of governance and cooperative tensions between industrialists and between industrialists and public players within PP projects.<\/p>\n

Dans leur dernier article publi\u00e9 dans la revue Journal of Operations Management (ABS 4*, FT50, FNEGE 1), Audrey Rouyre (Professeur Assistant \u00e0 Montpellier Business School), Anne-Sophie Fernandez (Ma\u00eetre de conf\u00e9rences HDR \u00e0 l\u2019universit\u00e9 de Montpellier, Institut Montpellier Management) et Isabel Estrada (Professeur Associ\u00e9, Universit\u00e9 de Groningen, Pays-Bas) \u00e9tudient le management de la coop\u00e9tition (relations de collaboration et comp\u00e9tition simultan\u00e9es) dans des projets public-priv\u00e9 (projets PP) sous l\u2019angle de la gouvernance.\u00a0<\/p>\n

Les recherches ant\u00e9rieures sur la gouvernance des projets PP ont montr\u00e9 l'importance des m\u00e9canismes de gouvernance pour g\u00e9rer les perturbations techniques ou organisationnelles, mais PAS pour g\u00e9rer la coop\u00e9tition. Par ailleurs, les travaux sur la coop\u00e9tition se sont surtout sur la gestion de la coop\u00e9tition entre industriels, alors qu\u2019au sein de projets PP, il existe \u00e9galement des relations de coop\u00e9tition entre les acteurs du secteur public et des industriels.<\/p>\n

Afin de mieux comprendre comment les m\u00e9canismes de gouvernance peuvent aider \u00e0 g\u00e9rer la coop\u00e9tition dans les projets PP, les auteurs ont r\u00e9alis\u00e9 une \u00e9tude approfondie de Galileo, un projet PP phare visant \u00e0 d\u00e9velopper le premier syst\u00e8me Europ\u00e9en de navigation par satellite.\u00a0<\/p>\n

Les r\u00e9sultats montrent comment les trois dimensions de la gouvernance du projet \u00e0 savoir : (1) les m\u00e9canismes (utilisation conjointe ou s\u00e9par\u00e9e des m\u00e9canismes contractuels et relationnels), (2) la forme (organisation principale ou gouvernance partag\u00e9e) et (iii) les objectifs (promouvoir la coop\u00e9ration et\/ou emp\u00eacher la concurrence) - expliquent \u00e0 la fois l'\u00e9mergence et le management des tensions coop\u00e9titives entre industriels mais \u00e9galement entre industriels et acteurs publics. \u00c0 leur tour, ces tensions ont entra\u00een\u00e9 une s\u00e9rie d'adaptations dans la gouvernance du projet. L\u2019\u00e9tude permet donc de comprendre la co\u00e9volution de la gouvernance et des tensions coop\u00e9titives entre industriels mais \u00e9galement entre industriels et acteurs publics au sein de projets PP.\u00a0<\/p>\n
